The Legal & Regulatory Mandate of ECAA

Regulatory & Licensing

  • Regulate the legality of manufacturing, possession, operation, sale, import and export of any aircraft.

  • License aviation personnel and ensure professional standards.

  • License and regulate the operators of air service and general aviation services.

  • Revoke or suspend any license or certificate for good cause.

  • Issue radio licenses for aircrafts registered and approved airworthy in Ethiopia (when delegated).

Navigation & Infrastructure

  • Inspect, license and regulate aerodromes (airports).

  • Provide air traffic, navigation, aeronautical communication and information services within and outside Ethiopian airspace.

  • Identify air routes to be used within Ethiopia and prescribe conditions for navigation.

  • Designate and specify restricted, prohibited and danger areas and air routes in cooperation with government agencies.

Safety, Standards & Research

  • Ensure that the provision of air transport service to the public is safe, expeditious and adequate.

  • Prescribe air traffic rules and standards governing the flight of aircraft.

  • Conduct research with regard to the development of aviation industry in Ethiopia.

  • Prepare plans, programmes and formulate policy for the use of navigable airspace.

Aircraft Registration & Technical

  • Register civil aircraft and any rights relating thereto; assign registration marks.

  • Issue aircraft registration and airworthiness certificates.

  • Prescribe conditions as to the maintenance and repair of aircraft.

  • Put into use assigned frequencies in accordance with International Civil Aviation Organization (ICAO) treaties.

Public Interest & Legal

  • Determine conditions under which passengers, goods and mail may be transported.

  • Collect approved fees and charges for licenses and services provided.

  • Take measures to minimize noise, vibration, and atmospheric pollution from aircraft to protect the environment.

  • Implement and enforce Proclamations, regulations, and international treaties.

  • Own property, enter into contracts, sue and be sued in its own name.

Fulfillment of Objectives

The Authority is empowered to carry out all other activities necessary for the fulfillment of its objectives, striving to evolve as a globally competent civil aviation authority and ensuring the safe development of the Ethiopian aviation industry.
