IIt is a particular honor for me to welcome you all-ECAA website visitors, to take a look at our recently revised website that displays the overall picture of the Authority. Ethiopia is one of the countries which commenced air transport service earlier in the world. In addition to the National carrier, private air operators are currently engaged in aviation consulting, training and flight services. Thus, it’s now time, more than ever, to embark on critical regulation of the growing huge industry through knowledge and skills as well as producing sufficient and quality aviation personnel.

State Safety Policy Statement

The Ethiopian Civil Aviation Authority (ECAA) promotes and regulates aviation safety in Ethiopia. It is committed to developing and implementing effective strategies, regulatory frameworks, and processes to ensure that all aviation activities under its oversight achieve the highest practicable level of safety performance, in compliance with both national and international standards.

Under SSP Ethiopia is committed to:

Ensuring a high-level commitment to safety, including the provision of adequate human, technical, and financial resources to support SSP implementation;

Promoting a positive safety culture, including an environment that encourages effective safety reporting and the open exchange of safety information;

3

Ensuring the protection of safety data, safety information, and their sources, in accordance with applicable legal frameworks and principles of non-punitive safety reporting;

4

Requiring all holders of Ethiopian aviation certificates to implement and maintain effective Safety Management Systems (SMS) appropriate to the size and complexity of their operations;

5

Ensuring that aviation safety risks are managed proactively, using data-driven and risk-based decision-making processes;

6

Maintaining effective oversight systems, combining both compliance-based and performance-based approaches;

7

Promoting continuous improvement in aviation safety performance through monitoring, evaluation, and review of safety objectives and indicators;

8

Ensuring compliance with ICAO Standards and Recommended Practices (SARPs), and striving to exceed them where feasible.

Accountability for safety performance rests at all levels of the organization, beginning with the Accountable Executive, the Director General of ECAA, who has overall responsibility for the implementation, operation, and management of the State Safety Programme.

This policy must be understood, implemented, and observed by all staff engaged in activities related to Ethiopia’s State Safety Programme (SSP).
